Four short, moralistic horror vignettes (a la EC Comics) that deal with mostly black characters. The framing story introduces three youths out to pick up a drug shipment at a funeral parlor from the strange director, Mr. Simms. As film spectators watch, a killer car tire comes to life in a desert dump site. Flexing its... rubber... and ready to roll, it soon discovers its telekinetic ability to make small animals and people's heads explode. Lt. Chad hopes to end this movie by fatally poisoning every last spectators, but failing that, the show must go on, and the tire goes on a three-day rampage. Captain Blair Morgan is a military intelligence man, who wants to see some action, and if the military can't provide with some, he is recruited by a group that wants to form a crime fighting unit that they want to send into areas that are ill equipped or manned to handle certain criminals. He selects Jack Coburn, Nick Kowalski, J.D. Smith, and Chris Winslow, cops who are deemed loose cannons by their respective departments.
